Human resources as the source of economy and all activities for the enterprise,its development and configuration concern about the situation. In recent years, withenvironmental changes and uncertainty of the complicated conditions, the enterprisedevelops strategic human resources, in response to the changing environment. Humanresource planning as a strategic plan the accuracy of the planning can not only helpenterprises to reduce the cost and improve efficiency, but also play a guiding role inenterprise staff recruitment, selection and training.However, actually most of thepersonnel planning is by virtue of the leader’s personal experience with feel to makeup the data of which the data is lack of sources, the forecast is not enough. It isalsolack of guidance for human resources management work such as recruitment,.Humanresources plan failed to well match with the company strategy; Most of the staffplanning are predicted by the subordinate units reported and totally added up, which iseasily causing staff redundancy due to each unit standing at their point of view. Mostof the personnel planning are made by the demand forecasts for the company, but nottaking into account the supply of external environment, leading to demand forecastresult achieving difficultly.Based on the study of human resource planning related content, personneldemand, supply method and the influence factors, with a construction enterprise inChongqing as the background, this paper analyzed the external environmentcombinedwith the internal human resources situation.It described the key content of thepersonnel planning during all stages. based on the company’s strategy for "1025". Toeach phase of the human resource planning,it applied the method of ratio analysis toforecast personnel demands,combining thecontent and construction characteristics.Then it inspected personnel supply condition based on the demand forecasting,contrasting personnel supply and demand to achieve balance. Finally,it made up thepersonnel planning objectives after balance, and took corresponding measures toeffectively guarantee the realization of the goal for the target.
