The 21st century is the era of knowledge economy in which resource can be allocated globally by the Internet. By this new allocation way, it can make the best of the limited resource around the world. Meanwhile, it also leads to intensified worldwide competition for both natural resource, including land, water and raw materials, and human resource.According to the "piece wage" represented by Taylor's Scientific Management School in the Industrial Revolution (from the late of 18th century to the 1870s), this research begin with introducing the initial idea of human resource about its demand and supply. And then, this research expounds the core contents of ideas and methods of human resource planning theories of developed countries and China. The research on human resource planning of developed economies comes with of the emergence of modern theory of human resource management. So there has been close relations between the development of the former and of the latter. The content of human resource planning comprises of four parts. And they are:(1) to analyze human resource's status quo, (2) to forecast the demand of human resource, (3) o forecast the supply of human resource, and (4) to set down the blue print of human resource planning.The research on human resources planning in China prospers with the more and more intense competitions for talents among the public or private organizations. As automotive industry is one of the most rapid growing industries in China in the last two decades, this research takes an auto plant, ZNA Company, to do a case study of human resource planning. This case study first analyses the current situation of human resource of ZNA Company, and then forecast the Company's future demand to human resource by the methods such as benchmark control and industry's proportion, etc. Second, the study do an forecasting the market supply to relevant human resource by relative factors method, combining with the Company's development strategy and external environment of the Company's new plant. On the basis of the analysis and forecasting, the study puts forward to a project of human resource planning for the ZNA Company's new plant. According to the project, a concrete embodiment is given so as to fulfill the Company's demand to human resource in the future in this paper. In the last part of this thesis, an effectiveness evaluation is given to this project from the viewpoint of employment cost. The evaluation estimates the feasibility, rationality and economic value of the project. This thesis tries to prove that a project of human resource planning, based on the strategic aim, internal and external factors of the organization, can play an important role in supporting the future development of enterprises.
