Study On The Relationship Between RJVs & TBT

In an era of economic globalization and regional economic integration, multinational enterprises are confronting the difficulties of rising R&D cost, high requirement for technology innovation and high demand for the improvement of manufacturing technology. Consequently, Research Joint Ventures (RJVs) are developing rapidly due to their special advantages. At the same time, owing to its powerful policy measures, TBT are increasingly exerting significant influences on RJVs'development and affect the industrial policies, technology policies and trade policies. Nowadays, developed countries and regions such as North America, European Union and Japan are attaching more and more importance to the study of RJVs and TBT, which are considered as valuable topics in the wake of globalization. Therefore this dissertation attempts to break through the barriers of TBT and acquire a say for making technology standard by means of research on RJVs and TBT. The studies of RJVs and TBT both home and abroad are reviewed and generalized, analyzes the role of RJVs in helping developing countries break through the TBT from both theoretical and practical perspectives, puts forward the theoretical basis for the research and the relationship between RJVs and TBT; then establishes the logic point from the analysis of driver relativity between RJVs and TBT, illustrates the inter-embedded and coexisting operating mechanism of RJVs and TBT. The theories of technology innovation, transaction cost, organization behavior and industrial economics are adopted to analyze how the mechanism change the management mode, the institution structure and the market structure, and furthermore effect the policy mechanism, developing mechanism, incentive mechanism and controlling mechanism. With the support of sectional equilibrium analysis, this dissertation indicates that after the formation of RJVs, the New National Standard, the Reciprocal Acknowledged Standard as well as the international standard are created, thereby reveals the mutual conditioning relationship between TBT and RJVs'trade effects and benefits effects. This dissertation adopts the method of case study to elaborate the influence exerted by EuP instructions on the trade of developing countries. At last conclusions are made and moreover the suggestions are given for developing RJVs from the aspects of mechanism running, trade policy and benefits enhancement.
