The Relationship Between The Energy Efficiency And Economic Growth Pattern & China's Realistic Choice

How to implement the strategic goal,proposed by government in the "11th Five-Year" Plan,of reducing the energy consumption per unit output by 20%still urgently needs resolving.Therefore,it is necessary to analyze the relationship between the energy efficiency and economic growth pattern, explore the approaches and countermeasures to transform the economic growth pattern by increasing the energy efficiency.Academy's study on the energy efficiency mainly focuses on international comparison of energy efficiency level and policy suggestion in improving it,etc.The study on transforming economic growth pattern mainly concentrates on its urgency,direction,difficulty and approaches, etc.The study on the relationship between the energy efficiency and economic growth remains weak.Compared with the advanced countries,China has lagged behind in the energy efficiency, which is closely connected with the high proportion of the second industry,coal-dominated energy structure and low level of technique,equipment and management.There is a tendency of gradual decrease per year in the energy consumption per unit output,which shows the increase in the energy efficiency,but in recent years the energy consumption per unit output appears its tendency of increasing.This situation is related to the increase in the investment,industry structure change, improvement in the living standard and the fast speed of urbanization.China is one of those countries which keep fastest economic growth,but its economic growth suffers from frequent fluctuation,unreasonable economic structure and low efficiency.It is hard for such high-speed growth to go further,which is mainly boosted by the input of production factors and extensive investment.The analysis on the relationship between the energy consumption per unit and the TFP proves that they have the negative correlation,namely with the decrease of energy consumption per unit, TFP has the tendency of increase.The decrease(increase) of energy consumption per production can influence the increase(decrease) of the TFP;therefore,influence the economic growth pattern to transform to the intensive type(extensive type).There are large differences in the unit GDP energy consumption in different areas.High consumption provinces lie in North,which take the second industry as the pillar,depending on the energy utilization,and the relatively low consumption provinces lie in the South,which is highly developed in the third industry and the light industry.In terms of increasing the energy efficiency and transforming the economic growth pattern, China should strengthen the government management system on the energy saving;transform the function of the government;clearly state "adjust energy structure,improve high quality energy proportion";make the development strategy of importing high quality energy and developing the recyclable resource;increase the imports and stop the exports of high energy consumption products; reduce the dependence on the energy in the economic development;and make the energy-saving policies according to different industries,sectors and areas.
