The tourist industry has been classified as a pillar industry of the 21 st century by many countries, and in the 1990's in China, the pattern of tourism has also undergone a phase change. Ancient town tourism as one of the special forms of tourism attracts many travel enthusiasts with its rich history and cultural resources. As a direction development of tourism, the resource-rich regions have identified development of tourism as the local most important goal based on the sustainable development, ancient town tourism plays a tremendous role in the critical period of the national economy of the adjustment of economic structure and accelerating the economy. Tourism earning of non-trade foreign exchange has become an important source of income, and creats a lot of employment opportunities, and has driven transportation, communication, construction and other industries, and stimulates local economic development.Ancient town tourism rise has also brought a lot of damages to the town. Some have already left ancient town "first development, second governance " vicious circle, resulting in a large amount of human, material and financial resources to waste, other towns' protection of tourism resources is unable to keep up with the pace of destruction of speed, leading to ecological pollution, becoming increasingly serious, plant and animal species survivaling under serious threat, the characteristics of minority culture being gradually assimilated. The lack of awareness of heritage conservation and the phenomenon of chaos filled unauthorized construction of the ancient town and antique also is a destructive action. Well development and the protection of ancient towns and sustainable development are interdependent and no town there is no protection in terms of tourist attractions, it is impossible to achieve the goal of sustainable development. Facts have proved that as long as we pay proper attention to the relations of the protection and development, and take effective measures, the development of tourism will not bring destruction, but also enhance the local social and economic development while protecting the monument and the environment.In view of the actual situation of the current tourism, I integrat research results of foreign town. I make a comprehensive summary of the work of our predecessors on how to resolve tourism resources development and protection issues in this paper. I analyze the basic theory of ancient town tourism and study the basic content of town tourism, development advantages, the principle of development and the necessary conditions. I make a detailed theoretical analysis of the town resources development and the protection in first protection and second development according to the theory of economic cycle, sustainable development, environment and system. I give two examples—Kanazawa town in Shanghai and the ancient city of Pingyao in Shanxi, and propose the new measure—digital use on the basis of summing up the work of our predecessors. Ancient town tourism should adhere to the people-oriented principle and achieve energy reduction as a sustainable development of the tourism industry, and create a harmonious tourist environment to achieve economic, social and ecological benefits combining comprehensive benefit maximization.
