Since the founding of the People's Republic of China,the Northeast region has served as an important old industrial base in China and has made an indelible contribution to the construction of the new old industrial bases in Northeast China is a major strategy put forward by the government in a severe form.The Northeast region should seize the opportunity,establish a correct concept of sustainable development,persist in deepening reform and development,activate innovation and create a practical and sustainable development path.Many scholars have carried out more research on the transformation problems faced by resource-based cities.Resource-based towns have not been given enough attention due to their small scale and lagging development.Therefore,the focus of this paper and the development of resource-based towns relying on resources,especially the development path of resource-exhausted urban transformation in the late stage of resource exploitation.At present,resource-based towns are suffering from the exhaustion of resources.Some urban resources have been identified as resource-exhausted towns,exposing a series of problems such as severe economic recession,reduced social welfare,ecological threats,and employment of employees.The transformation and sustainable development of resource-based towns has always been a world-class problem,and China is facing such problems,especially in the Northeast.The development of resources is not an infinite and continuous process.It should follow the corresponding industry life cycle and carry out reasonable industrial transformation and upgrading in the corresponding cycle,which can effectively and scientifically improve or even solve the current predicament of resource-based towns.The dilemma of resource-exhausted
