Social capital has become the pop-topic of enterprise in recent years. Social capital is mean to the ability which the actor obtain the scare resources and benefits from its relation network based on trust. Based on the theory of social capital, the paper researches the construction of SMEs' social capital. SMEs' play an important role in country economy, but effected by itself conditions, SMEs' social capital is very shortage, and the literature's research is very limited about the SMEs' social capital. This paper Synthetically uses the way of literature analysis, qualitative and quantitative analysis and case analysis in the process of study, we hope putting forward the certain reference and the instruction value about the construction of SMEs' social capital, and quickly promote the healthy development of SMEs.Based on a careful reading the corporate social capital of literatures, we confirmed the way of thinking of research which combined the actuality and blank of research with the present realistic development need of enterprise. First, this paper analyzes the actuality of SMEs' social capital from advantage and disadvantage, and researches the lack of reason on SMEs' social capital from the inner corporate and exterior, then put forward the lack of reason in inner mainly caused by the lack of personnel management and corporate culture, in exterior mainly caused by the shortage of the relation network based on trust and the ability of leader. Second ,this paper combines the achievements of research in theory about SMEs' social capital with the actual circumstance of SMEs, proves the foundation of construction of SMEs' social capital is corporate relation network based on trust, and put forward the content of construction is as following: first, technique innovation promotes the formation of SMEs' social capital,second , competitive advantage accelerates the backlog of SMEs' social capital, third, personnel management is the necessary condition of SMEs' social capital, finally, corporate culture is the beneficial guarantee of SMEs' social capital. In the meantime we carry on a substantial evidence research through the Osborne computer enterprise using the theory this paper. Finally, we put forward SMEs should strengthen the corporate culture construction, initiate Reputation consciousness, and notice soft stipulations.
