R&D activities are the source of hi-tech enterprise's core competence and competitive advantage. As the main undertakers, the performance measurement of R&D team becomes one of the important parts of performance management in the enterprise. Because of the matters of R&D team's work itself and the higher demand of members for fairness, justice, accuracy and the proper use of results, the performance of R&D team is the difficulty in hi-tech enterprise's performance management. Performance measurement is the key link in performance management, and so this paper finds the key elements in performance measurement of the hi-tech enterprise's R&D team in XI'AN HI-TECH INDUSTRIES DEVELOPMENT ZONE, and then establishes the index system of the hi-tech enterprise's R&D team.After analyzing the existing theories and literature, this paper establishes the index system of the hi-tech enterprise's R&D teams according to the thoughts of KPI and Glibert four factors method, and then weights the index by AHP. In this paper, 170 questionnaires about were sent out in XI'AN HI-TECH INDUSTRIES DEVELOPMENT ZONE, and 149 valid questionnaires were returned. All data is analyzed for Reliability analysis, One-Sample T test, Spearman correlation coefficient and Factory Analysis, and after that the main elements of R&D teams' performance measurement are recognized. According to the results, this paper modifies the previous index system and establishes the ultimate index system of R&D teams' performance measurement in hi-tech enterprise. It contains two levels of performance measurement: one is the team level which is composed by team performance and team authorization, and the other is individual level which is composed by result factor and attitude factor. In a word, the index system contains2 levels, 16 elements and 40 indexes. Finally, this paper analyses the supporting measures for the index system and an example for weights determination.This paper analyzes the index system of performance measurement by using some multivariate statistical method, such as Factor Analysis, and AHP etc. and that provides some practical foundation for the conclusions and referenced analysis method for the following research.
