In the modern economic society of high information, hi-tech and globalization, business management has already come to the era of strategic management. As an effective supervisory and administrative system, performance measurement of enterprise's operation is not merely an important mean by which enterprise carry on the self-supervision and self-discipline, but also a new management tool enterprises use to implement strategic management in the new competitive environment. With the high-speed development of the information technology, the competitive environment, institutional framework, management mode and customers'demands, etc. are all altering greatly. The traditional performance measurement system couldn't satisfy the need of business management and competitive environment in the information era. On the basis of referring the achievement of performance measurement in native and foreign companies, this paper integrates relevant theories and methods of economics and management, and then carries on systematic research on enterprise's strategic performance measurement related to strategic management.This paper studies relative theories of performance measurement of enterprise's operation, and the internal relation between performance measurement and enterprise's strategy. Based on the theories it advances the enterprise's strategic performance measurement related to strategic management, which relates traditional performance measurement with enterprise's strategy plan and implement to develop the function of enterprise's performance measurement. This paper advances a modern enterprise's strategic performance measurement system with finance, customer, employee, innovation and internal flow as the key performance index, analyzes the basic frame and function mechanism, demonstrates the causality and dynamic equilibrium, and evaluates the academic and practical instruction function of this system. On design of measurement index system and choice of measurement approach, this paper integrates several qualitative and quantitative analysis like Key Success Factors Analysis, Analytic Hierarchy Process, Principal Component Analysis, and Factor Analysis, to analyzes the practical basis of strategic performance measurement. Finally, this paper studies the practical function of strategic performance measurement system in an IT enterprise case, in order to provide basis and reference of application of this performance measurement for modern enterprise.
