Along with the global competition and the knowledge economy time arrival, the human resources are increasingly becoming the foundation of the enterprise's competitive advantage. More and more people accept this viewpoint. To obtain competitive ability better, most enterprises establish human resources management section. But the practice proof, human resource management of many domestic enterprises has not been able to fulfill the expectation. Not only this kind of situation has affected the human resource management quality and the level of the enterprises, but also has seriously restricted enterprise's development and the competitive power. Therefore, it is a vital matter of immediate urgency for us to find an answer.Taking the Captain Corporation human resource management practice as the research object, by means of research technique which the theory and the practice unifies, the article has carried on the thorough analysis to the Captain Corporation's human resource management, and found the key factor of the reason why human resource management section not to be able to display its valuable: the company doesn't give the strategic localization to the HRM department. As an attached functional department, the HRM section cannot acquaint itself with the change inside and outside of the company effectively, be unable to participate in the company's management and operation practice comprehensively. To solve this problem, besides the theory, the technology and the method of human resource management itself, the enterprise must give the human resource management department a strategic location, emphasize its strategic function, promote its position in the entire operation system.
