The Study On The Whole Life Cost Management Of Highway Engineering

Currently,the highway construction is sweeping in our country.The traditional theory and methods had been used in the activity of engineering cost management,but those theory and methods are not adapt to the actual conditions,the result is that three excesses of engineerings in highway project impacts the executing of finance schedule severity,and interfered the normal economy order of highway construction realm.The advanced theories and methods are urgent needed to guide the highway construction .This text study content includes the theories and method of the assurance and control of the whole life cost management of the highway engineering, and the key problem of promoting the whole life cost management of the highway engineering.It also establishes the pattern of the whole life cost management of highway engineering,which is adapt to our country and is accord with international routine. It provides the support for investment decision,reform of the management and implement.Firstly,the theories involved to this thesis are expounded,which inclu des theories of the engineering cost,the significant cost,the management of whole process engineering cost and the management of whole life cost. It study the feasibility of putting the whole life cost management into practice in engineering realm of our country,and the whole process of whole life cost management, which is adapt to our country,is compartamentlized into several phases rationally.Secondly,the lessons are drawn from the forerunner management style and cost control method abroad, and local reforming, whereafter it estab lishes a whole life cost mathematic model based on significant cost items. Takeing that as foundation,the whole life cost ensurance model of Gene Express Programming and BAYES method ,and the whole life cost control- ing method based on process,earned value,gray forecast method are advaced. Those models and methods are proved to be credible and accurate by analysing a case of highway engineering.Finaly,when the whole cycle cost manage ment style is pushed in highway engineering field of our country, training the person with ability of dissimilarity layer and high diathesis is the base; standardizing the cost management information and seting up the cost management information system which is integrated are the keys;the cost management law system of perfect and the faith-keeping system in whole society is the guarantee.
