Based on a new pattern names of Project Controlling from foreign countries in recent years, this article researches the feasibility of applying the Model in advanced highway on both theoretic basis and its meaning, systematic structure and type, which at the same time takes account of the environment and condition of the highway in our own country.1,Compare Project Controlling with other four regular management models in highway construction. The article tries to prove that Project Controlling is a very adaptive and advanced management model from three aspects: the complexity of the project and owners and consultation units position and effect, way of contracting and its requirement.2,Initialize the management standard for the highway construction that matches with Project Controlling. The article makes systematic analysis on the features of Project Controlling and the existing management model in current highway construction. It defines the conditions of the Project Controlling and gives examples for the combination of Project Corporation Model and Project Controlling.3,Put forward HPC's conception. Explain how to control the progress, quality and price under Project Controlling and expatiate on the concept, type, controlling and its thesis and method.4,Establish information system model.
