In order to keep trade remedy measures from abusing, it adopts public interest principle. Since the limitation of the WTO rules, the traditional tariff barriers and non-tariff barriers have restricted. Some countries frequently take antidumping measure, countervailing duty measure and safeguard measure which are three forms of trade remedy measures approved by the WTO to become a new tool for trade protectionism. But, facts have proved that trade remedy measures temporarily protect the domestic industries, meanwhile injure the interest of the stakeholders including the upstream and downstream of industry, consumer and importers and so on. If abusing the trade remedy measures indeed injure the country's overall welfare. The WTO and its member countries appeal the public interest principle.But now, the public interest principle lack of scientific criterion, especially the useful computable model. Public interest principle has not play an important role in practice. Thus, it is significant to find out how to take the public interest principle is in theory and practice as well.This paper combines academic analysis and empirical analysis, it introduces the public interest principle, analyses the trade remedy measures and employs input-output method and departmental price coefficient to establish"the method of the injury point determination". Establish the method based on the public interest principle and the method of the injury point determination to decide whether using the trade remedy measures or not.The core of the public interest principle is how to harmonize the conflict between industries. The main conflict is price variation. The essence of industrial relations is the relations between input and output. Industrial relations show the price relations, technology relations, investment and so on. Industrial relations make trade remedy measures spillover effect between upstream and down stream industries. Because the input-output method can analyze the spillover effect of the industrial relations, the input-output method is equal to study the public interest principle.Our country takes many trade remedy measures, but the law about the public interest principle of the trade remedy measures has many problems. Public interest principle has not play important role in practice. To find out how to take the public interest principle is valuable in theory and practice as well. This paper bring forward establishing the method based on the method of the injury point determination to apply public interest principle. This method can avoid solely protest one industry, insure the public interest.
