Study On Countermeasures And Evolution Of Counties' Economic Competitiveness In ShandongProvince

The counties'economy between macro-economy and micro-economy with the quality of administrational divisions is an important foundation and support of the national economy. The development of counties'economy is essential for not only the healthy and rapid development of the national economy, but also the social and political stability, the settlement of the issues concerning"the practical agriculture,countryside and farmers",the fulfillment of developing the well-off society and the overall urban and rural.Since entering the new century, the counties'economy of Shandong Province has developed constantly and become more important in the national economy. It has made a major contribution for the sustained and healthy development of the province's economy.However, because of the influences of historical, cultural, social and economic factors,there are many problems during the development of Shandong Province's counties'economy.For example, the growing gap between east and west is widening day after day.So in order to develop the economic growth of Shandong province, the most important thing is to develop the counties'economy ,and study on the competitiveness of the counties'economy is the premise of enhance the overall development of the counties'economy in Shandong Province.According to the statistical analysis of regional economy development, especially in county level, with 92 counties of Shandong province, this article introduces combining methods of globle principal component analysis (GPCA) and principal component analysis (PCA) , analyses the characteristics of different stages of county economic development by using SPSS software based on two statistical analysis,and reached the following conclusions:During 2000-2004, the development of the counties'economy of Shandong Province has a trend to rise. There are obvious differences in the development pace of the 17 county (city).That is the development of counties'economy in the eastern region is obviously faster than that in the west,and the gap between the level of economic development has been increasing year after year.In the actual evaluation of competitiveness, based on the combined score of economic competitiveness as the evaluation criteria of economic competitiveness of in Shandong Province,this paper divided all the 92 counties (cities) into six types by using the cluster analysis methods: solid economic foundation and growth-up counties (cities), better economic foundation and stable counties (cities), better economic foundation and moderate developed counties (cities), poor economic foundation and growth-up counties (cities), weak economic foundation and slow developed counties (cities) and backward economic foundation and the stagnation counties (cities),which shows the actual level of the competitiveness of counties'economy in Shandong Province. At the same time,this paper reveals the salient features and the advantages and disadvantages of the competitiveness of county economy in Shandong Province through the horizontal comparison.It also points out the guiding ideology, ideas and upgrade path,which has a great promotion of the construction of Shandong "new countryside" and plays an important role in economic and practical significance to improvement of the level of the counties'economy.
