The Study On Clearance Progress Reengineering Of China Customs

The main object this paper is the clearance process reengineering of China Customs. By the reviewing and analysis of the theories of BPR and GPR which have already had carry on, also by the reference from the practical experience of the process reengineering of foreign Customs, this research have induced the concept and characteristics of the clearance process reengineering of China Customs. In addition, the paper analysis the history, current situation and problems in the clearance processes of Chinese Customs, and suggest the ideas of the clearance processes reengineering of Chinese Customs.The paper has five parts. Introduction part has put forward the key problem and meaning of research, theories research present condition and evaluation, research way of thinking and chapter arrangement. Chapter 1 has researched the concept and meaning of the clearance process reengineering of China Customs. Chapter 2 has researched the theories of BPR and GPR and its application. Chapter 3 has reviewed the history of clearance process of China Customs, and has analyzed the currant situation and problems of the clearance process of China Customs. Chapter 4 suggests the ideas of the clearance processes reengineering of Chinese Customs by aspects of principle, target, process diagnosis, process redesign, preparation, implement, valuation and follow-up management.By using the method of theories research and substantial evidence research, cultural heritage research and case research, comparison analysis research and investigate summary research etc, the paper has tried to look for a new clearance process of China Customs which be more reasonable and more practical through the study of clearance process reengineering of China Customs. The purpose of this paper was to promote the efficiency and effectiveness of clearance progress management of China Customs, further more to promote the guard and service level of China Customs, so to solve the increasing program due to shortage of management and resources.
