Process Reengineering And Government Efficiency: Customs Clearance Functions Of E-government Construction Practice

This article discusses the relationship between process reengineering and government administration, to guide the China E-Customs'development and construction, and under the current international and domestic environment, as the part of the Government's important import and export regulatory agencies, based on the customs own reform and development, use the information technology to Process reengineering and establish electronic customs, to comprehensively enhance administrative efficiency and establish the clean and highly efficient modern customs.This article is divided into five parts to start on. The first part introduces the origin and researching, and discloses this article's intention:In information society, for the promotion of government administration, we have to thoroughly process reengineer in the E-Government.The second part build theoretical framework of this article, the scientific definition of the E-Government and process reengineering, to declare that the relationship between E-Government and government efficiency. The third section propose that the theory of process reengineering apply to E-Customs',and describes the status of the development of E-Customs and propose the problems and bottlenecks of construction of E-Customs.The fourth part use the comparative studies, summarize experiences of the Netherlands, Australia, New Zealand, South Korea of the construction of E-Customs, and compared with our E-Customs building, with emphasis on finding the way can be used by China Customs. The fifth part explored the establishment of process reengineering in a major regulatory system for E-Customs building and apply with the concrete case studies of the Shanghai Customs classification of clearance reform,and give an assessment of the effectiveness of the reform, confirmed the active role of e-government how to help the governmet to imprve the administrative efficiency.In this paper, how the government transformat the functions under the new situation,used the modern information technology to enhance administrative efficiency with a superficial analysis and research. As the national economy guardian of the door of China,the E-Customs practise tested the positive relations of E-government and government administration efficiency.To show the background of globalization,we should learn the occident theory and experience,to promote the governmental Reform and development.
