Research On The Relationship And Optimization Between Town Government And Village Committee In Shanghai

Great changes have taken place in China rural grass-roots management system and government way since 1980s. Alone with the people's government of a township or a town which represents the country to exercise the administration authority from top to bottom, the village committee represents the villages to exercise primary power. These are two vehicles of power not only in different aspects but also relatively independent. According to the Organic Law of the Villagers Committees of the People's Republic of China, the people's government of a township or a town is the primary administration authority which exercises its right in accordance with law. Meanwhile, the villagers committee is the primary mass organization of self-government which exercises its political right in accordance with law. However, we still not understand the relationship between the government of a township or a town and the villagers committee since they are governed separately. Do they guide or lead with each other? The solution is not frequently accordance with the policies, and what's more, there are great contradiction and difficulties in the governing relationship between a town and a village. This paper provides an overview of the historical evolution of the governing relationship between a town and a village since the period of the Republic China, and its relationship required by law at present, which analyze the differences and similarities by comparing the governing relationship between a town and a village, the relationship between government and enterprise and the relationship between a town a neighborhood. On this basis, this paper investigates a special A town in shanghai. Through a sampled questionnaire survey toward cadres of town, cadres of village and villagers, it provides a qualitatively analysis from many aspects such as understanding of the relationship between a town and a village and a representation of it, which presents the current situation and existing problems.Through analyzing the main interior problems of such relationship of A town, this paper puts forward basic idea and advice to improve the relationship between a town and a village.1.Ensuring a correct development of the relationship between a town and a village by performing the right function.2.Correctly orientating the function of the village level organization, implementing the Organic Law of the Villagers Committees and realizing self-government by villagers.3.Enhancing the publicity of law to enhance the villagers'sense of managing their own affairs.4.Improving the entire quality and training more professionals of a town and a village.Completing the public service and socializing the government functions.
