Villages (Towns) government organization HR has severe professional qualifications as it is a special work resource and it performs governmental power and applies legal responsibilities. Its professional ability, political stand, cultural belief and moral culture will directly affect the work qualities of Villages (Towns) government. The HR of Villages (Towns) government organization is the essential prerequisite for the establishment and operation of its government; hence a scientific HR Management system can provide a powerful HR insurance. Therefore, "HR Management inspiration system and operational rules of Zunyi county government organization" is the research focus of this thesis by trying to do empirical research and make a conclusion, summarize and analysis its operational systems to check weather it is make sense of its design and can it exist in the reforming environment and can keep alive at a dynamic developments. At the mean time, by analyses the problems during its performing and to put forward relative countermeasures.The frame of this article has three levels: Firstly, to have a conclusion, summarize and a thinking of HR Management inspiration system at Zunyi County, Village (Town) government organization, trying to have a full and impersonal understanding. Secondly, the author started from the organization and function of this system and with the combination of HR experiences of foreign and domestic enterprises as well as other public organizations found there are some main problems existing in the reform trend and the practices of HR Management inspiration system at Village (Town) government, and the author trying to analysis these problems to find reasons. Finally made the conclusion of this thesis and with deep thinking to put forward some countermeasures and thinking with the aim to rectify and perfect the HR Management inspiration system at Village (Town) government organizations.Empirical research analysis was applied in this article as a main writing method and with the combination of research on relative literatures, based on the inspiration thesis and relative public management thesis with an attempt to discover the academic meaning and practice value at the HR Management systems of county (town) government organization.
