The Research Of Consummates The Zhejiang Prouince Government Procurement Achievements Management Pattern

Through continuous endeavor to perfect the government purchase system since 1998 in China,the financial expenditure is saved,the quality of purchase project,purchasing goods and service has been improved,so that the financial efficacy is increased greatly. Due to the fact that this system is in its initial stage,there are still many factors impacting the efficacy to be brought into better play.The government purchase efficacy is an integral concept. To evaluate government purchase efficacy,it is necessary to make comparison between the purchase process,including the design of purchase schemes,design of purchase forms,cost of operational standardization and its efficacy,to find and control the unreasonable cost,combining various factors to analyze whether the purchase activities have reached the optimum efficacy,including both economic and social effects. However,recently the governments at all-levels consider the purchase fficacy assessment as purchase efficacy management due to misunderstanding the real meaning of government purchase efficacy,thus depart from the original intention of purchase efficacy management,and cannot solve the problems of indefinite duties,low efficiency,and confused management. So , we should focus on the whole purchase process management such as efficiency of fund ,administration,personnel management,scale,policy making,but not the purchase efficiency only.With research on Department Of Land And Resources Of Zhejiang Province's purchase efficacy management as its object,and efficacy management as its main line,this article discusses the problems existing in purchase efficacy management of Department Of Land And Resources Of Zhejiang Province , the practices and shortages existing in management of purchase efficacy management at home and abroad,and suggests to improving Department Of Land And Resources Of Zhejiang Province's purchase efficacy management. The article is divided into 6 chapters.First,Introduction,the presents the study theory background and practice significance,and narrates briefly the research content,method and technical line of the Article; Secondly studies the basic theory,present situation of development of government purchase efficacy management system as well as government's purchase efficacy management; and takes Department Of Land And Resources Of Zhejiang Province as example to deal with the present condition of Zhejiang Provincial Government's purchase efficacy management;and analyses and draws on the experiences of governments foreign countries; finally carries on demonstrated analyses on perfecting efficacy management by purchase projects of Department Of Land And Resources Of Zhejiang Province, stressing on the establishment of assessing target system and choice of assessing model.
