Under the new normal of the economy,the human resources work has also entered the new normal,posing a higher requirement on the demand for talents and high-level talents in particular.The talent war has also become fiercer.The evaluation and incentives of talent have become the priority of the research of companies and scholars.As a war industry scientific research public institution,The past administrative methods and thinking of CAS Research Institute have impeded the development progress and cannot meet the demand of the transformation upgrade in the new situation.The professional technicians of the institution have a typical characteristic of knowledge-oriented staff and are the major impetus and intelligence source of the development of the research institute.How to innovate the performance evaluation system of professional technicians so that they can fully leverage their initiative and create the biggest value should be the bottlenecks that should be solved for the present development.This essay makes overall research by combining theory with practice and also researches the theoretic materials relevant to performance appraisal indicator and research findings from other scholars with literatures.On the basis of summarizing the current theory and methods,the survey is launched through fieldwork in the institution and ways like questionnaire and interview to grasp the current performance management situation,analyze its main problem and influence factors and sum up the characters,working and performance features of the professional technical personnel in the institution.With these conditions,the performance appraisal indicator system is designed for its professional technical personnel,including the key performance indicator system and guarantee system.This paper combines the theory with the practice,integrates the BSC and applies it in the performance evaluation to serve as the major framework-supporting tool for the performance evaluation basis.This paper has also analyzed the vision and mission of CAS Research Institute,implemented the tasks level by level,adopt the factor analysis method and analytic hierarchy process to screen and verify the separated indicators to arrive at the following conclusions:1.As knowledge workers,the professional technical personnel has unique feature with the working process and results very complicated and hard to measure and share.What is the most prominent is the indispensable relation between the individual performance and team performance.2.The evaluation indicators must be targeted.While highlighting the characteristics of individuals,we should not isolate the development of the organization and the indicator separation must be matched with the strategy.3.Performance evaluation is a systematic process.To guarantee the continuous and effective progress of the evaluation,we must be equipped with relevant process management,guarantee support system and supplementary support in guarantee concept,organization and system.
