| Rural finance is the precondition and guarantee in the development of rural economy. In Wenzhou a further demand has been raised during the time to construct the new socialist countryside. The sustainable development of rural economy, the growth of farmers receives, the adjustment of the rural industrial construction, the urbanization of the countryside and the coordinative development of the rural and urban area, all require rural financial support. But, the innovation and development of rural finance, is not far reached the level that the development of rural economy requires. So, how to resolve the financing dilemmas involving "three issues concerning agriculture, countryside and farmers" remains an important issue for constructing new countryside.First, this paper, with a new view on the new economical system, tries to take the turning course of rural financial system change as a point of penetrating and to analyse the problems of the path dependence existing in the present rural financial system by means of the theory of path dependence about the system vicissitude related to benefit mechanism, property system and organization system as well as comparison of cost-and-income. Then, based on combining the advanced foreign experiences with the characteristic of capital requirements in building new countryside, the author not only points out the direction to the rural financial system innovation but also does some researches and analysis on the arrangement conditions and the problems caused by the system innovation. At last, the paper puts forward some ways to the innovation of the rural financial system in Wenzhou for choice. In one word, this research aims to help to establish and to perfect the rural financial system in conformity with the characteristics of the new countryside construction by studying and analyzing the present rural finance as well as the main problems caused with the development of the rural finance. |
