Study Rural Finance-taxation Policies On Promoting The Construction Of New Countryside Development

Construction of the new socialist countryside is a long-term systematic engineering that will benefit over 700 million Chinese farmers, which also calls for a giant financial support and a strong policy guarantee, establishing a scientific system of finance-taxation policies is of great significant to the coordinated development of urban and rural economy and society. In recent years, a series of agriculture-related tax incentives and food subsidy policies have been put forward, which indicates that the distribution relationship of economic interests between the state and farmers has changed from the previous "request" to the present mechanism of "give". However, the existing finance-taxation policies still have a lot of limitations and shortages which are hard to meet the needs of building a new socialist countryside, and they also have restricted the sustainable growth of rural economy and even the entire national economy to a certain extent.In the early 21st century, under the guidance of scientific concept of development, the Party Central Committee proposed the strategic goals of balancing urban and rural development, thus to building a new socialist countryside, as well as conducting comprehensive changes in rural areas step by step. Meanwhile, the central emphasized that to resolve the "three rural" issue should always be regarded as the most important task for the party, and developed and implemented a series of finance-taxation policies that support and benefit farmers.Combined with my experience in tax work, around the theme of building a new socialist countryside, from the perspective of rural finance-taxation policies, and thinking how to give full play to the regulating role of finance-taxation policies in order to promote the construction of the new socialist countryside.In this paper, firstly, new socialist rural construction and related theory of rural finance-taxation policies will be introduced, and effect of these polices to new socialist rural construction will be analyzed. Then based on the analysis of rural financial policy since the founding of PRC, some problems about current rural finance-taxation policies during new socialist rural construction will be showed as well. Thirdly, through some examples, the influence of the finance-taxation policies to new socialist rural construction will be discussed. At last, the national finance-taxation policies will be focused on to find out how to exert its function and how to promote new socialist rural development.Through theoretical and empirical researches, the author further clarified the practical use of relevent finance-taxation policies in promoting the development rural economy, and based on this, the paper preliminary analysized the function mechanism of China's agriculture-related finance-taxation policies in the present or even in the next period of time, proposed some finance-taxation policies which should be taken in order to better achieve the goal of building a new socialist countryside, which will have a certain practical significance.
