Research On The Model Of The Intensive Scale Use Of Urban Land

The urban development is along with the expansion of the urban land; the level of the urban social and economic development is also affected by the level of the urban land use. Since Chongqing city became a municipality directly under the central government in 1997, with speeding up the course of the urbanization, the urban land expansion accelerates; however, assemble benefit which result from the urban land expansion can't embody sufficiently .There are a lot of extensive land use phenomena, such as the poor efficiency of inside land use has, the un reasonable urban land structure. Under this low level of urban land use, the social and economic developments of Chongqing city have been restricted at a degree. With the Chongqing city become the Synthetical experiment area which can balance the development between urban and rural areas, the speed of the urbanization will accelerate. How to enhance the efficiency of the urban land use for the development, improve the level of the intensive urban land use and how to solve the contradiction to satisfy the demand of the city's reasonable land use for development at the same time control the ultra conventional urban land expansion, become an important problem urgently to be solves in the period. Therefore, this paper researches how to design the model of intensive scale urban land use and impel the its smooth movement by taking Chongqing city as the example. It has the great actual significance in the promotion of cities' sustainable development and the reasonable use of urban land resources.This paper with absorption from many predecessors' research, is guided by land rent and price theory, the land location theory, the land sustainable use theory and the assemble benefit theory, meanwhile uses many kinds of methods including unifying qualitative description and quantitative analysis ,the comparative analysis, unifying the static analysis and the dynamic analysis. Look over the full paper, it contains four parts:The first part is preface. It expatiates the background and significance of the research, the main contents of research, the technical route and studying method of the research, the source of the research data.The second part is theory research. It introduces the related theory involved in the research, elaborates the related concept about land use.The third part is the analysis of present situation of urban land use in Chonging part, analyzes the urban land scale of the whole city in the evolution of time and space, appraises the synthetical land scale benefit of Chongqing city through comparing with the 20 super size city in China firstly. Secondly, it analyzes the urban land use scale and scale benefit of urban land use of the three economical areas in Chongqing city. At last, it concludes the reasons which affect the expansion of the urban land and the scale benefit of urban land use.The forth part , the main body of this paper, mainly designs the model of the intensive scale of urban land use according to the problems of Chongqing's urban land use. Firstly, it put forwards the significance, necessity, object, principle and main influencing reasons of the model, designs 4 kinds of concrete models on the basis of summing up the existing model of intensive land use. Then, it ascertains the proper model of different cities in Chongqing by real diagnosis. In order to impel the smooth movement of model, it put forward the related guarantee mechanism and incentive mechanism in the end.The fifth part is research conclusion and forecast part. It summarizes the related conclusion and points out the shortcomings, the put forwards the points which needs further studying.By the researching the above contents, the main conclusions are as follow:(1)During the periods from 1997 to 2006, the whole city's type of the city expansion land use belongs to the quick type. Comparing with the 20 super size city in China, synthetical scale benefit of urban land use of Chongqing is in the worst degree, economic scale benefit of land use is in the medium degree, the social and the organism are also in the worst degree. Among the three economical districts, developed metropolis economic district and west-Chongqing economic corridor district's type of the city expansion land use belong to the quick type. Three Gorges reservoir district's type of the city expansion land use belongs to the insufficient type. According to the economic scale benefit of land use, the order from high degree to low degree is west-Chongqing economic corridor district, developed metropolis economic district, Three Gorges reservoir district. These phenomena prove the level of intensive land use is in the low degree.(2)According to the indexes' influence of intensive scale land use of model, such as urbanization ,city scale , economic development level of city , city estate, it designs 4 kinds model ,including the land use model of high intensive degree , low degree expansion ; land use model of high intensive degree , high degree expansion; land use model of low intensive degree , high degree expansion; land use model of low intensive degree, low degree expansion .And YuZhong District belongs to the first type;6 districts such as DaDukou,JiangBei etc. belongs to the second type ; 13 districts such as YuBei, Beibei etc belongs to the third type; he others 20 districts belongs to the forth type.(3)The guarantee mechanism which can impel the smooth movement of model, are clear urban land property system, coordination of land and urban planning, coordination of different land market , land price management, legal system, high-caliber professional and technical personnel team. The incentive mechanism which can impel the smooth movement of model, are enlarging the state revenue and expenditure, optimizing industrial layout and industrial set-ups, increasing technology investment, raising the comparative benefits of farmland.
