Since the 20th century, with the frequent global extreme weather and natural disast ers, global warming has been paid attentions by all human society. IPCC reports that gre enhouse discharges caused by raising carbon dioxide concentration which mainly due to the burning of fossil fuels and land-use change and other human activities. The land, as the essential carrier of human activities, is the key to sustainability in the aspect of reduc ing fossil energy consumption and optimizing the structure of land use. Carbon concept as a good development ideas and patterns is proposed for solving this problem.At the sa me time, intensive land use has been need for solving the problems of the acceleration o f industrialization and urbanization, the growth of population, urban land expansion. Th e low-carbon economy is an achieve land for the "low energy consumption, low pollutio n, low-emission, high-performance, high-efficiency, high-efficiency" land use model. T he gradually improved intensive land use is way to solve the issues of urban land conflic t and raise urban land rate. All in all, urban carbon intensive land use is either a strategic choice for climate change, environmental degradation, or a major initiative of the Scien tific Outlook on Development.This paper will define the urban carbon intensive land use by combining the concept of low-carbon to the intensive land use; create relationship model with low-carbon economy and intensive land use via analyzing the situation of downtown of Chongqing; and then, evaluate the Chongqing downtown intensive land use in a fuzzy comprehensive way, finally analyze obstacles and make some policy recommendations.The following contents will be described in this paper as follows:(1)By means of literature review, the two aspects will be proposed:the first is the st udy of intensive land use evaluation will be enhanced by analyzing and summarizing th e satiation of low carbon intensive land-use, the second one is low-carbon intensive land use will be define in this article by concluding the concepts of low-carbon economy an d intensive land use.(2) Analyzing the area situation of downtown in aspects of geography, society, eco nomy and nature.(3) From the number of land use, spatial differentiation, efficiency, and low carbon utilization in low carbon and intensive land use status quo of Chongqing urban area are analyzed and summarized, it is concluded that:① During the period of 2003-2013 years, cultivated Ian inChongqing City was reduced by 584.65 square kilometers, urban village and industrial land area increased by 431.52 square kilometers, the development of th economic dtives the demand for urban land, but also to faced a serious reduction of arable land when the city land development in the protection of city chemical industry, in urgent need of intensive land utilization of Chongqing urban area;woodland,garden and grassland are the main carbon absorption capacity can not keep up the growth rate of carbon emissions of construction land.the urgent need for the development of low-carbon economy.② In Chongqing urban area to have fixed asset investment 71.76 million yuan per square kilometer, GDP is 98.40 million yuan per square kilomete in 2013, compared with similar cities,the fixed asset investment in Chongqing is higher, utilizing methods are still in a more extensive stage.③ With the development of economy and society in the urban area of Chongqing City, the industrial combustion of fossil fuels,the increase of construction land and forest land, orchard, grassland, water area,wetland or other reasons reduced carbon emissions by 2497.69 ten thousand tons in 2003 years increased to 6662 ten thousand tons in 2013.The carbon emissions has increased 4164.19 ten thousand tons during the decade.The carbon emissions is big.But per unit of GDP carbon emissions intensity in urban area is general decline.It is falling from 2.82 tons per ten thousands yuan in 2003 to 1.24 tons per ten thousands yuan in 2013.It can be seen in recent years, with the strength of industrial relocation, environmental policy to increase, the carbon emissions of main city in Chongqing arise relative ease, but still enormous pressure to reduce emissions.It is in urgent need of developing low carbon economy, rational utilization of land.(4)To build a coupled relationship model between low-carbon economy and intensive use of land in Chongqing City to analyze the relationship and influence each other. The coordination degree of coupling in urban area in Chongqing City between intensive land use and low-carbon system is still at a low stage.The two mutually reinforcing effect is not obvious; At the same time, according to a study when the carbon emissions stage in Chongqing City is relative low, intensive utilization of land system both relative coordinate with land use of low-carbon system.with the increase of carbon emissions, low carbon system of land has braking action to intensive utilization of land system, which restricts the land intensive utilization degree of further improvement.(5) From the perspective of low-carbon, constructs the fuzzy comprehensive evaluation model, based on low-carbon under the perspective of land intensive utilization degree from 2003 to 2013 in urban area in chongqing, the following conclusions::① Low-carbon and intensive utilization level of land is low use stage in urban area of Chongqing City from 2003 to 2013. Land investment intensity and land productivity has improved continuously,land use degree showing fluctuation, sustainable use of land has been in the low status, low-carbon level fluctuated upward trend.② Form 2003 to 2013 in Chongqing urban area.the indicators in land investment intensity layer,such as investment in fixed assets.employees, environmental protection investment are all tend to intensification;The indicators in land productive layerjn addition to the indicator of per capita construction land, the remaining five indicators emerged intensive utilization trends; In the lay of land use degree,population density index extent showing growth trend, per capita construction land index remains low value from 2003 to 2009, showing excessive, intensive and appropriate use,it begans to increase in 2010 year, howing a low utilization rate of land use status,The land utilization showed intensive utilization trend,The resource consumption level presents the trends and gradually tends to be low utilization.The layer of sustainability per capita arable land and ecological land area have been in a low utilization rate of the stage, the comprehensive index of environmental quality is high, most of the years are in excessive use of the stage. Unit of arable fertilizer use and pesticide use per unit area of arable land in the period 2003-2013 were shown a fluctuating state, but also the degree of overall utilization are at a high level.In the land carbon layer,carbon emissions, per unit of emissions,energy consumption per ten thsands yuan,energy consumption in per unit and carbon emissions per capita energy Respectively in an annual average of 9.83%, 16.64%,14.75%,11.69% and 6.95% trend growth, the degree of the five indicators are in a relatively a high level, but there is a downward trend in 2014 year.All wastewater emissions,solid waste emissions, carbon intensity, energy intensity, energy consumption elasticity index were reduced by an average of 7.85%,7.76%,2.13%, 2.46% and 32.44%,five indicators are in a higher utilization levels wiith an increasing trend.Carbon density, the forest coverage rate, comprehensive utilization of industrial solid waste utilization and other indicators are low.(6) Through the analysis of the obstacles from the perspective of the low-carbon in urban area,the intensive land use barriers degree of disorder:land carbon levels> land productivity levels> land utilization> land sustainability>investment intensity.In the index layer of low carbon high level land barriers for both wastewater emissions,solid waste emissions,per capita energy emissions,energy consumption,carbon emissions and carbon density.The higer degree of obstacle in land productivity are total profits and taxes for the land and per capita urban construction land area.The hige degree obstacle of land use is the consumption of resources. Sustainable land barriers for high degree have ecological land, cultivated land area per unit volume of pesticide and per capita arable land. The land investment intensity obstacle degree decreased and the obstacle degree be roughly the same.According to the degree of obstruction and puts forward relevant policy suggestions for reference.
