The Research On The Financing Models Of Urban Track Traffic Construction

As urban infrastructure, the urban track traffic is a kind of quasi-public goods. It not only has characteristics of both public goods and private goods, but also different from both of them. The character of quasi-public goods definitely narrows financing channels of the urban infrastructure construction. Nowadays, a financing model named Public Private Partnership is introduced from foreign countries and implemented in China to serve as an effective way for a local government to solve this kind of financing problems. In use for reference with some related experiences of the track traffic construction financing at home and abroad, the thesis analysis the current problems and their reasons of nowadays urban track traffic construction financing in China. It puts forward a countermeasure to improve financing environment of China's urban track traffic construction and decides that to change the role of governments and to consummate self -contained complete law and regulations are good methods to avoid the problems and difficulties of track traffic construction financing. In accordance with the good methods, it puts forward a new concept of financing model for the track traffic construction in Changsha for reference. And based on it, it works out a preliminary Public Private Partnership financing plan characterized by financing leasing and capital securitization, the two main countermeasures practical for the track traffic construction in Changsha.
