The Applied Research Of BT Investment And Financing Mode In Urban Track Traffic Construction

As industrialization and urbanization process accelerate , the demand on the construction of urban infrastructure facilities including urban rail transportation construction is growing. However, financial income of the government could not meet this demand. Attracting social capital and introducing market competition mechanism is an important way of easing the financial pressure of the government, reducing construction costs and improving operational efficiency. In the case of shortage of infrastructure construction projects fund , heavy tasks in the construction and management, construction units need to explore various forms of investment, construction and management mode. The financing-to-build mode, which is called BT mode, is piloted for financing mode.It should be said that the BT model has obvious advantages, play its significant role in the infrastructure construction. Meanwhile also inevitably there are some flaws. In the current domestic invests heavily in infrastructure construction, BT mode has been applied considerable part of the domestic municipal infrastructure construction. However domestic BT mode and international BT mode are very different. Domestic BT mode sometimes even distorts international BT mode intention.In such a context, we have an in-depth study on BT mode. The article elaborates the correct concept of BT mode, the similarities and differences with the other project financing modes ; Analysis the orbital characteristics of the transport projects and the feasibility of track traffic using BT mode; With the controversy of BT mode, we conduct in-depth analysis in order to norm present chaotic BT mode. The article combines domestic BT financing case, summarizes the financing practice problems of BT mode , in order to provide some useful lessons for using t BT mode to domestic track traffic continually in the future.
