Application Of PPP Model In Track Construction Project

Since the Ministry of finance has pushed PPP for more than three years in 2014,PPP has made great progress in the field of public construction in China,whether it is in the PPP policy system,the operation process,the number of PPP projects and the amount of investment on the ground.But in the process of rapid development,there are also some problems,which bring some thinking and controversy.The construction of infrastructure has the characteristics of long period and large investment.It is a typical public welfare project.The role of the government can not be ignored.In the current situation of our country,the demand for investment is leaps and bounds,and the financial situation in our country can not fill this vacancy.At the same time,private enterprises continue to do strong,the modern enterprise system has also been improved,the steady growth of private surplus capital,the largest increase in the history,the individual savings rate continues to increase,unused funds are sufficient.How to raise funds for China's infrastructure construction and utilize private idle capital more efficiently is a problem we should pay attention to at present.The study of the PPP model is conducive to the construction of a management model adapted to the current state of infrastructure construction and development in China,and provides an important theoretical basis for it to make it more compatible with the development of our country and greatly promote the rapid development of infrastructure construction in China;and through the corresponding institutional mechanism,The healthy development of the PPP model will extract the advanced theory from the practice,make the existing model more substantial,improve the deficiency in the model,accelerate the pace of its development,and have an important role in promoting the construction of public infrastructure in China.In this paper,literature analysis,summary induction and case study are used to study this series of problems.Through the literature research,theoretical research,and the financing and operation research of the PPP project,the financing and operation mode of the PPP project is deeply discussed,and the PPP model of the city of C is found.In the process of application,there are imperfect laws and regulations,imperfect supervision,lack of supervision in the operation of the project,and the weakness of the spirit of contract in the process of cooperation between the government and the social capital.Through the reference of relevant documents and the analysis of the actual cases,the legislation and the government are proposed.The main body carries out supervision functions and strengthens fairness to promote the improvement of contract construction.From a macro perspective,it plays a role in reference,experience summarization and mode exploration for the development of PPP projects.
