Study On Implementation Evaluation Of The Land Use Comprehensive Planning

The Land Use Comprehensive Planning(LUCP) not only distributes land resource of the production departments in society and guarantees the sustainable development of integrated land use planning, but also is the basic of controlling and supervising industrial land use. It determines and adjusts land utilization in certain region according to the local nature and the social economic condition, also plays the macroscopic strategic role in layout land. While a certain planning idea and the method of scientific implementation evaluation guarantee the displaying of LUCP with the biggest benefit. At present, it is the beginning of the research on Implementation Evaluation of the Land Use Comprehensive Planning (IELUCP) in China; there is no unified standard in the appraisal target and method of IELUCP. Based on it, knowing fully about the condition of LUCP and evaluating reasonably IELUCP are the important safeguard of repairs and implements in the next LUCP.This article takes Chinese land use control as the background, specially launches the research on IELUCP recently. First, we propose the preliminary theory frame in concept, characteristic, goal, principle, content and technical route of IELUCP under the rationale premise. Second, combining the actual execution situation LUCP, we proposed its insufficiency and flaw in the target system, assessment method, appraisal main body and carry on a special discussion on its influence factor and the main body behavior. On this foundation, this article constructs target system of IELUCP according to execution progress situation, safeguard system, benefit and cognition situation of plan implementation, and proposes to use Set Pair Analysis to evaluate it in comparing other means, such as, pair comparison test, analytic hierarchy process and synthesis comparison test. What's more, we take Yangling Demonstration Zone as the example to conduct the real diagnosis research, and it proved that the new method has obviously effects and the results conformed to the objective reality and reflect certain actual problems. Finally, the article propose some countermeasures and suggestions about consummating IELUCP in choosing plan implementation appraisal main body reasonably, consummating the operational mechanism of IELUCP , enhancing IELUCP scientifically, establishing the dynamic monitor system and the investigated responsibility mechanism of IELUCP and so on.
