Overall Land Use Planning And Implementation Of Evaluation Studies

Land management is the important measure that the country implements macro-control. In the macro-control, the policy tool which the government can put to use mainly include: land supply planning, land use planning, land use controlling, price of land, revenue of land, etc. Land use planning, is a middle-long term spatial planning which synthesize and coordinate the imbalance between supply and demand of resource comprehensively, arranging the land use structure and layout of land, promoting the regional coordinated development, and also is a basic means which make macro-control to the use of land and development of economy. With national middle-long term development strategy, the establishment, amending, and perfecting of the spatial planning such as overall land use planning, and improving the system of planning management, is favorable to promote the achievement of national strategic target.The evaluation of implementation of overall land use planning, is the summary of last planning implement, and also is the foundation of amending and adjusting planning. Making the evaluation of implementation of overall land use planning, is favorable to control entirely the situation of planning implement, to assess the quality of planning, to determine the opportunity of adjusting planning, to reform the planning measures, to maintain the authoritativeness of planning, and to improve the level of planning.This text regarded < Overall land use planning in Chengdu from 1997 to 2010> as the research object, combined economy and environment statistical data in Chengdu from 1996 to 2003, and at the basis of analysis to implement situation of overall land use planning, used mathematical method, such as Coefficient of variation, Comprehensive judgment method of various factors, Grey relation analysis, Elasticity analysis, made a scientific and objective analysis to theimplement effect of overall land use planning. The evaluation is the summary to implement situation of last overall land use planning in Chengdu, and the theoretical investigation to carry out < Overall land use planning in Chengdu from 2004 to 2020> in the future.
