Applying AHP And Fuzzy Comprehensive Evaluation Method On Implementation Evaluation Of General Land Use Planning

At present, Chinese Land Resource Bureau clearly calls for the Assessment on Implementation of land Use Planning(AILUP) during the third turn of general land use planning. The research on AILUP provide significant advices for the next land use planning, also perfect the theory and methods of land use.This paper has mainly established the scientific, integrated assessment method for implementation of the comprehensive land use planning by fuzzy method. The paper first illustrates the nature of land use planning and its implementation. Then study the following question: 1) how to create the element group and the weight of the assessment and implementation of the land use planning; 2) how to measure the impact element system; 3) how to define the subject function; 4) how to define the finally assessment result etc. At the same time, through the concrete case the paper has unified and analyzed this method of feasibility and superiority, which the method is very all-around, judicial and feasible. The method has provided the theoretic instruction and the practice help for the work of implementation and assessment of the general land use planning from now on.
