That China's continuous ageing phenomenon will have a wide and profound effect on the various fields of our country, such as the development of economy, life quality of the people. Thus under the situation of "being old before being rich", how to well deal with the raising problem of the elderly and insure them a better life become a focus to our society.Housing reverse mortgage loan is an important and innovate kind of old-age security. This paper is based on the theory and practice experience of the developed countries, the same time, considering the reality of our country, introducing the relevant theory of housing reverse mortgage loan and proving the necessity and realistic meaning of developing housing reverse mortgage loan in China, meanwhile proposing the operate plan of carrying out housing reverse mortgage loan. Additionally, it probes into the operate process in the experimental stage. In this paper, we think that when developing housing reverse mortgage loan, the government plays an important role, and they should establish and perfect relevant regulations, strengthen the promotion of new operation, consummate surety insurance market, regulate the assessment of real estate market, and so on, expecting to provide the theoretical basis and operate manual for the development of housing reverse mortgage loan in our country. The research findings of this paper have significant realistic meanings for not only improving the old-age security, but also promote the continuous and health development of the real estate market.
