The Research On How To Improve The Economic Development Level Of Zhangjiagang Economic Development Zone Under The Background Of New-type Industrialization

Zhangjiagang Economic Development Zone (hereafter ZJGEDZ) is one of the best provincial economic development zones in southern Jiangsu Province. ZJGEDZ was approved to be established in 1994 and has continuously expanded its developing areas and updated the industrial structure. Four major industries have been formed namely textile, machinery and equipment manufacturing, metal materials processing, logistics and delivery. The tertiary industry developed as fast as the second industry and new industries made good progress. The development level and efficiency are increasing continuously. However, more and more negative effects influence the development of ZJGEDZ, such as lack of expanding areas, industrial structure and development capability, technology initiation, and comparatively low intensiveness in development level and efficiency. At the same time, under the background of new industrialization, compared with other provincial economic zones in big Suzhou city or SIP and Kunshan Economic and Technology Development Zone, ZJGEDZ faces many problems, such as low resources utilization rate, hidden defects in industrial concentration and technology improvement, low total economic output, risk in production managing degree, low deep and fine processing level, unharmonious development in the second industry, imbalance development scale and specialty in different industries, improper ratio in different industries, indistinctive competitiveness of advanced industries.Guided by industrial economics, regional economics and relative theories of development for economic zones, the article uses methods of statistical analysis, literature research, and case study. On the basis of theory work, the article makes detailed analysis on the development of ZJGEDZ and makes comparison with surrounding economic zones. Through the analysis of the target and relative circumstances for improving the economic development level of ZJGEDZ, the article makes a discussion on the factors and reasons that restricting the improvement of development level of ZJGEDZ. The article points out the four key methods to improve economic development level under the background of new industrialization in a fast and sound way. The four measures are:①Taking the advantage of the successful experiences of the advanced economic zones, ZJGEDZ should make great efforts to develop its advanced industries in order to improve its core competitiveness in industry upgrade;②Strengthening the technology innovation and providing the radiation sources for economy across;③Optimizing the function allocation and planning and creating new environment for the development of high standard industries;④Integrating all kinds of resources and creating new increasing pole for economy development.
