Studying On State-level Economic Development Zone Of Application And Construction

This paper takes Anji economic development zone as an example, analyzing the possibility of establishing state-level development zone based on theories of macro-economy and regional economics.At first, this paper expounds the meaning of state-level economic zone and general principle as well as comprehensive development requirements of application. Meanwhile this paper analyzes the related index system of state-level economic development zone. Secondly, this paper states the development history of Anji economic development zone, especially introduces the successful experiences and practices of core structure construction, system innovation, industry development and service-oriented environment creation, and also summarizes related application indexes. Thirdly, this paper researches Anji development zone’s competitiveness by analyzing its provincial assessment scores since2009. In addition, compared with the national index system, it proposes the feasibility of application.Research results show that Anji economic development zone meets requirements of establishing state-level development zone in the ways of general planning and comprehensive development, and most indications are even over the requirements, therefore, Anji has been fully prepared to apply for the state-level development zone. Furthermore, Anji economic development zone should solve the shortcomings in the social and economic development effectively to ensure success. The county government should also take the advantage of ecological civilization and technology innovation, give fully supports to "industrial transformation and upgrading","city quality promotion" and "rural business management", and ensure Anji economic zone achieve a healthy, rapid, orderly and harmonic development, enabling it to establish state-level development zone sooner and then reach the goal of integration in the Yangtze river delta economic circle.This paper has analyzed on a large number of practical examples which will be valuable for other province-level development zones.
