In recent years, the process of urbanization has accelerated. The urbanization has promoted the development of industrialization and information and pushed the rapid economic progress. But most cities neglected the building of Urban Human Settlements during the economic development, even at the cost of destroying the Urban Human Settlements, resulting in uncoordinated development between the two aspects. The urban problems, namely, population growth, housing shortage, traffic impeded, environment pollution, ecological destruction and public service facilities overload, have become more apparent with the expansion of urban scale. These problems not only brought great inconvenience to Urban Human Settlements, but also brought the negative impact to the economic development. The contradiction between the two aspects has become increasingly prominent, seriously hampering the sustainable development of cities. As we all know, Urban Human Settlements is the carrier and important foundation of sustainable development of economy, and the economy is the solid protection and premise of the development of Urban Human Settlements. Coordinate development is the only way to achieve urban sustainable development. Therefore, in order to achieve the healthy and sustainable development, we must coordinate the relations between Urban Human Settlements and economic construction to achieve benign interactive development.The 17th NPC report stated that "further implementation of the scientific concept of development", "Harmony" and "people-oriented" would become the main theme of urban development guideline. Scientifically evaluating the coordinated degree between Urban Human Settlements and the process of economic development, analyzing the causes and proposing optimization measures are of great significance to further promote sustainable urban development. On the basis of the above background and taking Shenyang for example, this paper carries on empirical studies. Based on the theory and practice studies about Urban Human Settlements at home and abroad, this paper sets up the evaluation index system of Urban Human Settlements of Shenyang city, and calculate the composite index of Urban Human Settlements from 1990 to 2005 by the way of for multi-factor and complexity level and have the analyses of the changes of Urban Human Settlements index. At the same time, this paper sets up Shenyang Economic Evaluation System, uses principal component analysis to calculate the comprehensive economic development indexes from 1990 to 2005 in order to achieve the objective comparison results, and has the analysis of the changes of economy index .on the basis of various systems studies this paper introduces grey system coordination model to calculate the coordination of Urban Human Settlements and the economic system. According to the evaluation criteria of coordinate development between urban Urban Human Settlements and the economy, the model divides their coordination degree and analyzes coordinated situation and changes of the two aspects. Then, this paper respectively calculates the coordination values between three Urban Human Settlements subsystems including natural ecological environment, building artificial environment, humanities and social environment and the economic systems, So that it can analyze carefully the factors which impact the coordinate development and put forward the measures which can promote the coordinate development between the Shenyang Urban Human Settlements and the economy.Through empirical research, the final conclusions drawn in this paper are as follows:(1) The dissertation compartmentalizes three phases foe evolution situation of urban human settlements construction in Shenyang. 1990 to 1998 by the volatility of the factors affecting the development stage; 1999-2001 by building artificial environment significantly improve the impact of human settlements into the stable development stage; After the 2002 The human settlement quality entered rapid development stage.(2) The process of Shenyang economic development is divided into three phases too: 1990-1995 for low rapid development stage; 1996-2001 level for the stable development stage; After 2002 entered high stage of rapid development.(3) The Coordinating Degree between the Human Settlements and Economy Development in Shenyang continue to strengthen before 1998 the Coordinating Degree between them in the initial stage, but after 1998 they entered the intermediate stage.(4) From 1990 to 2005, the coordination degree values between natural ecological environment system, the social environment system and the economic system were lower, which is the dominant factor; The coordination value between building artificial environment system and the economic system is higher, indicating that artificial construction environment play a certain leading role in the coordinated development between Urban Human Settlements and economy.(5) The coordination value of humanities and social environment system and the economic system increased considerably, indicating that the development of the natural ecological environment and the social environment has been given due attention and improvement.Shenyang Urban Human Settlements and the economy are now at a moderate coordination state, and in order to achieve good coordination, we need unremitting efforts. Finally, from three subsystems including the natural ecological environment, building artificial environment, humanities and social environment, and economic construction, this paper puts forward the measures which promote the coordination development between Urban Human Settlements and economy.The innovation of this paper: firstly, this is the first time to evaluate Shenyang Urban Human Settlements and the level of economic development and the coordination degree of the two aspects; secondly, in the aspect of methods, using AHP to analyze the complex giant system of Urban Human Settlements, using principal component analysis to analyze this relatively simple economic system , finally introducing grey system coordinated model into the study of the coordination development between Urban Human Settlements and economy. Using the index value for a certain period of time to reflect the coordination degree in this stage enhanced the accuracy and the reliability of the coordination degree, and really reflected the coordinated development and changes. This will provide quantitative basis for making a comprehensive decision for the coordination development between Urban Human Settlements and economy.
