| After twenty years'reforming and opening up to the whole world, the development of economy and society in rural areas had gained a great achievement, which provided a solid foundation for the modernization in our country. But because of the problems of history, system and concept, the problems of "three Fs(farming, farming areas and farmers)"had been the restriction of the whole national economy development, the solution of these problems was the most important task at present, especially after we put up the goal of building the well-to-do society in all-round way, the rural areas became the most important and the most arduous part in the whole process. At present, if the problems of "three Fs"couldn't be solved, the modernization of our country couldn't go on, if the rural areas couldn't achieve the goal of building the well-to-do society, the goal of building the well-to-do society in all-round way in our whole country couldn't be achieved. So the Communist Party put up the theory of coordinating urban-rural development in the sixteenth national people's congress, this theory was an important way to solve the problems of agriculture, countryside and farmers, it required us to consider these problems in the whole national angle, not only in the rural areas. This theory changed the concept and the way of treating urban and rural areas separately in the past totally. Study the problems of coordinating urban-rural development was a creativity. The thesis elaborated the inner meaning and characteristics of coordinating urban-rural development and tried to innovate in following respects: making an inquiry into theory of coordinating urban-rural development; laying out goal and contents of coordinating urban-rural development; building development mechanism of coordinating urban-rural development; researching on policies of coordinating urban-rural development. In theoretic respect, thesis would help people understand the inner meaning of coordinating urban-rural development and made them pay attention to the problems of coordinating urban-rural development and propelled the relative studies of the problem. In practical respect, the study would help us solve the problem of coordinating urban-rural development, correct the old system and strategy of separate development of urban and rural areas and realize integration of urban and rural areas. Thesis elaborated the inner meaning, characteristics, the necessities and the significances of coordinating urban-rural development in the guide of the common theory of relationship between the industry and agriculture, urban and rural areas, and also system theory and harmonization theory. The thesis pointed out that the theory of coordinating urban-rural development indicates an exact way to solve the problems of agriculture, countryside and farmers, it was an important new idea, it really reflected the inner meaning of building the well-to-do society, it would transform the two-tier economic structure into a harmonizing structure, it would promote the development of our country to a new stage. The thesis analyzed the evolvement of two-tier structure and its negative effects by using practical method. Because coordinating urban-rural development was an arduous task and a long process, every stage in the process was key to the last goal, thesis laid out the present goal, the middle term goal, the long term goal and the development rules and contents, it analyzed the positive factors and negative factors which provides a reference for formulating the practical policy. At last, the thesis formed the mechanism of coordinating urban-rural development and put up different policies of harmonizing development in eastern area, western area and middle part according to their different economy level and natural resources, we expected the thesis can provide a helpful references for coordinating urban-rural development in our country.
