Along with technical development and society's progress, Modern people's rhythm of work and life are quicker, the requirement of the transportation are higher than before. The air transportation enterprises hope the air traffic to be able safer, quicker and more convenient, and can enhance the operation efficiency through the highly effective air traffic service, reduce cost. Hoped the air traffic management can provide diverse, personalized and the high level services. As national air space resources administrator and air traffic service provider, Our country air traffic management system has experienced the militarized management and the paramilitary management to the modern administration transformation. Under subject and selfish control, air traffic service is prior control to service, prior security to benefit. Air traffic service has not been able to regard as the customer the most precious resources, to benefit the customer, to content the customer's demand. At present, our country air traffic service has the air route not reasonably, the airspace low utilization, safety control questions, more scheduled flight delay and flight security event. Those things have affected the entire aviation transportation industry development. This article embarks from the air traffic service responsibility and the characteristic; analyze customer's demand of air traffic service and analyze the air traffic service situation by view of the customer's angle, analyze the air traffic service by using public product theory, proposed set up the service culture, competition and services marketing, the implementation coordination decision-making, enhances the airspace of freedom as well as carries on the safety audit and so on the countermeasure with customer orient theory, introduces the competition, customer choose, improvement the product quality, guidance the customer to participate in the production and provides of air traffic service, enhancement the customer independent, for the purpose of establishing new air traffic service by customer orient.
