Three-dimensional Mechanism Of The Shanghai Public Traffic Management Research

Public traffic administration is a world-wide problem in the metropolises. Since Shanghai is still a developing city and its traditional government administrative mechanism does not match the newcome auto-civilization, its public traffic administration seems to be even more difficult. This paper focuses on the solution of traffic jam in metropolis and accordingly discusses the total administrative mechanism.Based on a brief review of relative references and practice on traffic jams, this paper analyzes the typical problems in Shanghai's public traffic administrative mechanism with detailed data and indicates the special puzzle dom of public administrative system, mechanism design and human behavior in Shanghai.Finally, this paper introduces a total public traffic administrative mechanism by focusing on metropolitan traffic structure, traffic instruction and public service, and traffic civilization education. This paper also gives out an exercisable practical policy on the resolve of normal vs. paroxysmal traffic jams.
