Studies On The Influencing Factors And Countermeasures Of Guangxi Province New Rural Construction

The paper mainly studies the problems and the corresponding measures of constructing new socialist countryside in Guangxi province. Guangxi province is an agricultural one, blessed with abundant natural resources, however, there still exist many difficulties in constructing new socialist countryside, among which the priority is how to construct new socialist countryside.As a big agricultural province, so the development of rural areas is very important for the whole provice. Government and Social organization try their best and invest more and more to construct countryside, and they pay more and more attention to the "exert farmers'main body function" Problems.Since the central government proposed the new rural construction plan, they have taken more and better measures to make countryside develop.The new rural construction plan is advantageous to the realization of the scientific developing viewpoint and the whole social evolution.However, no matter in the past rural reconstruction or in the present new rural construction process, Guangxi province falls behind the more developed area. Under present stage of the new rural construction background, it is necessary to summarize the primary influencing factors and countermeasures of China's new rural construction in Guangxi province, in order to promote the development in Guangxi province, and to reduce the local disparity to provide in the whole province. There are several chapters in this article of systematic research on the topic.Chapter One,Perface Chapter Two, first of all,it elaborated the essential situations and the primary harvest come from the first step of new rural construction in Guangxi province .Then analyzed the main measures of new rural construction in Guangxi province dy linking with its practices.Chapter Three, at the base of chapter two, it analyzed the primary factors that affect the new rural construction in Guangxi province : capital factor(poor investment and larger gap), environment factor(the weak agriculture basement and the restrict of production mode), population factor (low cultural quality, worse physical quality and lack of main body idea), the policy factor (the warp in centre of work,, the sample of the new rural construction without representative), the economic structure factor(the urbanization needing speed up,industrial structure system of ownership structure urgently needing reform).These factors have all restricted the new rural construction the step in Guangxi province in some extents, and it also analyzed the reasons which bring on those factors in both subject and object view. In view of the third chapter of primary influencing factors of the new rural construction in Guangxi province , and unifying the related situation and measures which the second chapter enumerates, it proposed the new rural construction countermeasures suggested in Guangxi province: To consolidate and perfect the countryside basic management system and village government mechanism; According to Guangxi province reality, to construct ecology social new countryside; to strengthen four big engineering constructions ("foundation engineering" construction, "adding income project" construction,"knowledge engineering" construction, "living situation project" construction); Accepting experience, to promote the urbanization in Guangxi province; Considering overall situation,diligently completes each necessary work (to complete propaganda starting with organization establishment, try to carry out each countryside reform, and moderately implement policy inclines) and so on, to mobilize farmers'go-aheadism,enthnsiasm and creationary.Chapter Five, it advanced the concret suggests of the new rural construction in Guangxi province, which mainly included:insist on man as ultimate, erect farmers'main body consciousness ,mobilize farmers' enthusiasm, increase the overall qualities of farmers, produce pole industry, reinforce the structure of rural underlayer organization,change the function of government.
