Rural tourism is becoming an important component of the tourist industry thanks to the advent of the mass tourism era.Meanwhile,rural tourism shoulders a critical mission in the poverty alleviation and rural revitalization as an emerging industry that contributes to adjusting the traditional economic structure and stimulating economic growth in the countryside as the poverty alleviation and rural revitalization have become national strategies after the 19th National Congress of the Communist Party of China.Hence,the new subject concerning the practical and theoretical research of developing rural tourism focuses on how to achieve the sustainable development of rural tourism,and make even greater contributions to rural revitalization and the comprehensive construction of a well-off society.And talents in the emerging and modern service industries are an indispensable condition prior to the development of rural tourism,since market competition relies on cultivation and reserve of talents.However,rural tourism as "talent lowland" can hardly retain talents for a variety of reasons,causing that local farmers become a main force in rural tourism.This paper is aimed at enhancing occupational qualities of local farmers involving in rural tourism in order to cope with the restriction of low occupational quality in improving efficiency and sustainable development of rural tourism.Improving the capabilities of rural tourism manpower based on farmers is to facilitate local farmers to be a host in the development of rural tourism through an effective personnel improvement path that accords with farmers' identities and the development requirement of rural tourism.Based on literature review and policy analysis,the study was governed by human capital theory,sustainable development theory,and competency theory.Specifically,rural tourism in Zaozhuang was taken as a typical case to study critical problems and confronted challenges detected in manpower during the development progress of rural tourism by means of questionnaire surveys,and in-depth interviews.Secondly,in response to the detected phenomenon such as local employed farmers tending to be old with low education level,unfamiliarity with job qualification,mismatching contents and needs in training,and poor training effect,"three mechanisms" and "two guarantees" have been proposed towards the training of enhancing the farmer-based manpower's capability for rural tourism.More specifically,"three mechanisms" consist of rural tourism manpower evaluation mechanism,rural tourism manpower enhancement third-party entrusting mechanism,and customized rural tourism manpower training mechanism.Of which,the customized rural tourism manpower training mechanism includes tracking and progressive training as well as on-site tutoring.And "two guarantees" is composed of policy guarantee that is to establish a rural tourism and rural revitalization manpower promoting system and fund guarantee that is to set up special funds dedicatedly for enhancing the manpower's capability in rural tourism,so that training and promoting requirements of varied positions at all levels can be satisfied in the process of developing rural tourism.Finally,a systematic and general rural tourism manpower enhancement proposal was put forward on the basis of the problems existing in Zaozhuang,so as to provide a powerful theoretical support and sample for comprehensively improving the occupational qualities of farmers involving in rural tourism.By doing so,it's expected to speed up the upgrade and transformation of rural tourism and its sustainable development.
