Research On The Farmer As The Main Position In The New-type Urbanization

New urbanization is the only way to realize modernization for China,the essence ofwhich is to achieve historical transformation of the rural population’s mode of production andlifestyle. The introduction of "National Urbanization Plan (2014-2020)" provided amacroscopic, strategic and fundamental plan for the healthy development of urbanization inthe future, more reflected the scientific concept of Premier Li Keqiang,that was thesynchronous development of industrialization, informatization, urbanization, agriculturalmodernization. Therefore, combined with the "Plan" the guiding ideology, based on thedifference analysis of the new urbanization and traditional town, from the "people-oriented"basic ideas of Marxism, classical economic theory as the support, from multiple interactiveperspective of government-led,farmers as the main body, social participation, it proposed thebasic judgment of the farmers’s dominant position in promoting new urbanization, deeplydiscussed the effect of life employment transfer,the land system change, public servicewelfare, cultural quality improvement on promoting new urbanization.The essence of new urbanization is "individual urbanization", the scientific developmentconcept throughout the important idea of "people-oriented" and "inclusive and open","justice", thus emphasize on interactive dynamic mode, accelerate industrial optimization andupgrading and construct a reasonable urban system. From farmers’ perspective, we find thatwhether the foreign developed countries (America, Japan, Korea) or the developed area inland(Shanghai, Suzhou, Wuxi, Changzhou), farmers always act as the main body of urbanization,the free flow of rural labor is the basis to realize the healthy and continuous development ofurbanization. The farmer is the main force to expand domestic demand, the main source ofurban labor and it is also the important support of national economic development. Takefarmers as the main part of the urbanization is the key of cracking the dual system,which isbeneficial to realize the integration of the income distribution and equalization of publicservices, to ensure the healthy and sustainable development of agriculture, but also help savethe investment cost and promote industrial diversification, accelerate the country’smodernization process. Problems and conflicts caused by traditional urbanization are mainlybecause the government misunderstood the essence of urbanization and ignored"farmer-oriented";Uncoordinated development of industrialization and urbanization causedthat farmers were stuck in spatial industrial employment; Urban-rural dual system excludedfarmers into town, resulting in the separation of a binary system, system of urban and ruralareas; The existing land system of property damaged farmers’ property rights, which hinderedfarmers with land assets into the city; Government management system defects hinderedurban farmers to participate in management Infrastructure construction dominated byadministrative promotion also excluded farmers, rejected market behavior, resulting in aserious shortage of infrastructure funding. Therefore, in establishing the dominant position ofthe farmers, we must adhere to the "farmer-oriented", to develop small towns, build urbansystem, reducing the cost of farmers into the city;we can weaken the administrativeintervention and release the vitality of the market to make the farmer active for urban construction;And land reform can increase farmers’ income from property, householdregistration system reform can realise the free transfer of rural labor force;In additional, thereform of government management system, the establishment of reasonable performanceevaluation system and the development of social organizations may attract farmers toparticipate in urban governance,which resulted in the diversified development of urbangovernance.In conclusion, on the basis of urbanization experiences at home and abroad and analysisof the currently contradiction about urbanization in our country, from a multiple interactivevisual on the government-led,farmers as the main body, social participation, the articalproposed the basic judgment of the farmers’s dominant position in promoting newurbanization The establishment of the main part is beneficial to reflect the objectiverequirement and enhance the expected target of urbanization.
