Research On Government Performance Of Promoting Shaanxi Aviation Industry Clustering

Aviation industry is a strategic industry related to national security and civil economy. It has long industrial chain, the core is producing the whole aircraft, and the whole aircraft production must supply a market for the parts. The whole aircraft production and the parts production will support each other. According to the above characters, we obtain that clusterization is an effective way to prompting Aviation industry. However, because Aviation industry is high-invested, high-risk and high level nationalisation, government will play an important role to make aviation industry develop fast.Shaanxi province is an emphases to build aviation industry during the period of planned economy, now it has formed industrial system integrated research, produce, test-fly and education, the cluster has formed. Shaanxi aviation industry alleviates the local employment and drives Shaanxi economy developed. Therefore government has pay more attention on it. Therefore it is more important to study on government performance of promoting Shaanxi aviation industry clustering.This paper studied on how to promote Shaanxi aviation standing from the point of government performance. First, it presented the theory of industrial cluster and government performance. Second, it studied on the government performance in industry clustering. Third, it analyzes the developing phase and status of Shaanxi aviation industrial cluster. Last, this paper gives the government policy of promoting Shaanxi aviation industry cluster.
