Mobile communication enterprises are technique intensive enterprises. And investment of the network construction is an important factor which influences the enterprise cost and the enterprise profit ability. Effective management of mobile communication project cost is a necessary means to reduce the investment. This thesis aims at promoting cost reduction and enhancing enterprise profit ability through a study of the management of mobile communication project cost.The thesis uses the technique, methods and conception of modern project cost management and consults the practical situation of the communication enterprise project management. Through the plan of project resource, budget of the project cost, cost control of the running project as well as final accounts during the ending phase of the project, audit and latter evaluation work, this thesis makes the construction instance of SHAANXI UNICOM CDMA project as a cut-in point and aims at searching for a set of scientific and practical control methods of the mobile communication project cost, which also associated with the reality of the enterprise.Firstly, it briefly introduces the importance of the enterprise cost strategy which is caused by the furious competition among telecommunication markets, though recently investment of these enterprises in fixed assets is a major part. So it gives a particular analysis of the communication project cost. Secondly, based on the characteristics of the mobile project and the company's basic construction flow, it lists out the needing resources and the work breaking structure of the project. Moreover, it establishes the project resource plans according with the two aspects of the former information and designs the plans of project benchmark cost according to the recent communication project budgetary estimate and budget systcm Thirdly, it analyzes every step of the construction cost control flow according to the process of the project. It makes real-time track and analysis for the execution of the project benchmark cost plans and corrects the warps timely which come out from the execution process. In the ending phase of the project, it briefly introduces project balance, final accounts, audit and latter evaluation work which are associated with project cost management. Finally, it gives a brief description of the application of project information management system in cost management.This thesis is a instruction to the mobile communication company in the aspect of the project cost management. And at the same time, it also gives a reference to other communication business in the aspect of project cost management.
