J City Netcom branch rules over six counties and a town, the existing staff is 830 people. The business focuses on fixed-line telephone, broadband and PHS. It is a traditional telecom operator with the predicted revenue of over 300 million yuan.As a technology-intensive company, the operating efficiency, operating costs and security performance are subject to the level of production management. In this case, competition among enterprises, to a great extent, is that on talents. Effective human resources development, training and application of enterprise strategy lay the foundation for the sustainable development of each telecom enterprises, which has also become a highly concerned question for each telecom company.With the development of telecommunication technology in recent years, the industrial monopoly has gradually been broken, and competition pattern basically takes shape. Staff of telecommunication enterprises must be highly professional and qualified. However, due to the traditional enterprise management system, personnel are relatively stable, and modern employment management is still under construction, therefore, it is is essential to improve the quality of personnel and management levels by strengthening the training on staff. This paper will focus on analysis of domestic and foreign enterprises, in particular that of staff education and training and management effectiveness in telecommunications enterprises, and compare the staff status quo after the education and training in J city Netcom branch. The purpose is to identify the existing problems of education and training and also proposed the idea of training and management measures.
