Studies On Project Management Of 3G Mobile Networks Optimization Project In China

After nearly 20 years' growth, telecommunication services become quite popular in China, and the network of the country is already the biggest one in the world. Today, we are not satisfied merely with providing low level services but following the up-to-date trends, approaching to the direction of mobility, broadband and intelligence (multimedia). The 3^rd generation communication system, which we called 3G, is one of the most representative techniques in this field. Chinese standard, TD-SCDMA, was accepted by International Telecommunication Union (ITU) in the year of 1988. It breaks the long history of the telecommunication technology monopolization by developed countries. With the great supports of the government, TD-SCDMA steps out of the laboratory after several years' efforts and is nearly ready for commercial. This is the first time we build a nation wide network with self techniques and equipments. Hence, Project Management is another key factor besides technology in this great project.Not all fields of project management are discussed in this article, the initial stage, plan, quality and risk are the points studied here. In this article I will discuss them separately, and then make a summarization at the end.The purpose of this article is: as the first large scale mobile network using self technology and constructing by local enterprise, how to use the theory of project management in this project to improve the management skill, and make sure of the achievements meeting the quality and schedule requirements. While studying, I find there lack of such articles in this field which make it difficult to share the experience. I learn more knowledge and experience during this project. Noting these experiences down will be useful for future projects.
