Study Of Cooperation Organizations Among Local Governments In Chinese Regional Economic Cooperation

The formation of region economic integration and the reinforcement of regional economic cooperation can not avoid competition in one region, but appear a regional economic model in which competition and cooperation co-exists. How to foster further cooperation, exert the advantages of economic integration, realize regional common interest, avoid wastage in competition, eliminate administrative barrier, and protect regional interest, that is beyond the ability of local governments. In our country, the development of cooperation organizations among regions just begin and haven't formed a commonly agreed model.Thus, studying its model, discussing the harmonious mechanism, trying to provide constructive ideas enriches our regional management theoretically, but also has significence in developing harmonious regional economy, and forming Chinese-style model practically.Firstly, using Prisoner's Dilemma game theory, Collective Action logic theory and Regional Economic Cooperation Ditch theory for reference, this paper considers it important to set corresponding coordinated institution among local governments in one region, provide platform for local governments to negotiate and communicate, establish bilaterl or multi-party negotiated mechanism, which is the assurance to get out of the Prisoner's Dilemma, Collective Action plight and regional economic cooperation ditch.Secondly, the paper analyzes typical cases of America and Canada, summarizes typical modes of foreign cooperation organization among governments, i.e. local government association mode, administrative committee mode and special region mode by using case analytical method. Moreover, it puts forward some revelation in forsting the cooperation organizations of our country.At last, on the basis of case studying, the paper analyzes the administrative summit meeting, forum and administrative mode of our country with an eye of the reality of the Yangtze River Delta, Pan-Pearl River Delta and Beibu Gulf (Guangxi) Economic Region, discusses the main remaining questions and tries to provide improving measures to the construction and development of our local governmental cooperation organizations in regional economic cooperation.
