In the background of the great development of the Party and the State building an innovation-oriented country and strengthening independent innovation capability, innovation has become the development oriention of the contemporary era, the mainstream of the development of the times,and the consensus and action of the era.The small and medium-sized travel agencies accounted for the overwhelming majority of Chinese travel agency industry, not only have some internal problems,such as laggard corporation mechanism, low networking level, low price and disorder competition pervasive short-term behavior and so on. With the further opening up of Chinese tourism market, the deepening of economic reform and the entering of foreign Tourism companies, the small and medium-sized travel agencies also have severe external challenges.Faced with these problems and challenges, the small and medium-sized travel agencies must enhance core competence,add vitality and improve efficiency to maintain healthy and sustainable development in the fierce market competition, otherwise they will be eliminated by the market. Enhancing core competence of small and medium-sized travel agencies finally is to foster innovation power of the small and medium-sized travel agencies.Fostering innovation power of the small and medium-sized travel agencies lays the foundation for forming core cometence of the travel agencies and provides an inexhaustible driving force of innovation for it."Survival of the fittest." is the objective laws of irresistible competition of all things. The competition among enterprises is finally the competition of the wisdom and competition of the innovation. In the fierce market competition, travel agencies must have the ability to innovate and improve innovation power to become bigger and stronger. Therefore, fostering innovation power of the small and medium-sized travel agencies is to build the core competence edge and to win the living space of travel agencies,is the key to survival and development and is the key factors of promoting sustained, rapid and healthy development of the Chinese travel industry.In order to foster innovation power of the small and medium-sized travel agencies,it is important to analyse impact factors of the internal and external and is crucial to establish evaluation index system of innovation power. Because they are the foundation and basis of fostering innovation power.There are both environmental factors of impacting on enterprise innovation, including the external environment factors and the internal environment factors. The external environment affection factors have social and cultural factors, the market environment, system environment and so on; the internal environmental affection factors have entrepreneurial spirit, organizational structure, a variety of incentives, corporate culture, human resource management measures and so on. Based on these factors the article builds a model ball of innovation power. It seems a nuclear structure.Innovation spirit is the nuclear of innovation power, innovative mechanisms, knowledge reserves, innovation procession around the nuclear compose innovation power. Innovation spirit includes innovation awareness and innovation ability; innovative mechanisms includes incentives, organizational structure, human resources management; knowledge reserves mainly refers to the knowledge accumulation function of corporate culture;innovation procession includes the funds investment and so on.Fostering innovation power of the Small and medium-sized travel agencies is the essence of fostering basic elements abilities of the innovation spirit, innovation mechanisms, knowledge reserves and innovation procession. In the article, the author makes a preliminary study on the nurturing measures of these four basic elements abilities.
