As the further development of China's market economy, public pay more attention to brain drain in enterprises especially the state-owned enterprises. Abundant brain drain blocks the state-owned enterprises'continuable development, and it has become to a sixty-four-dollar question of existence and development of state-owned enterprises. How to face and control brain drain in state-owned enterprises and stabilize talents group has become to the main problem that human resource management in state-owned enterprises is facing to.This article based on domestic and foreign researches on brain drain, deeply researched the cause of brain drain in State-owned enterprises. At first, this article analyzed the actuality of brain drain, the direction of brain drain and factors that affect brain drain. In the mean time, analyzed the negative influence to our society, enterprise and individual which is caused by brain drain. Based on these quantitative analysis, the author carried out a questionnaire named employee's job satisfaction in some state-owned enterprises in Zhuzhou. Then processed these data by the software of SPSS, so that could confirm the decisive factors that caused the drain intention. Then came in to a conclusion that salary, promotion chance, internal communication, higher-up and welfare have obvious negative correlation with turnover intention. At last, suggested some countermeasures against brain drain in state-owned enterprises according to the outcome of date analysis.
