With the increasingly fierce market competition, the modern high-tech enterprises put the emphasis on research and development activities, and the ability of independent innovation becomes the core competitiveness of the enterprises. As the main part of technical innovation team, the R&D personnel has been more and more highly valued by the entrepreneurs. Evaluating the R&D personnel scientifically, reasonably and fairly is important for the R&D management. However, it has been difficult for the enterprises to evaluate the performance of R&D personnel, because the R&D work is very particular.There are some problems in evaluating the performance, such as the difficulty of defining work content, the difficulty of measuring work result with digital indicator, the long period of research work, the obviously characteristics by phases, so it is difficult to evaluate the performance of R&D personnel. According to the innovative and complex nature of the R&D work, this paper sets up the ability and attitude indicator and design effective production indicator considering about the theory of PACE, the purpose is to evaluate performance of R&D personnel more clearly. And then, the paper shows the individual difference and the actuality of synthetic quality according to the hierarchy of indicator and evidential reasoning, it can not only offer reference for performance motivation, but also can help enterprise find out the shortage of human resource construction and improve it, configure human resource to advance the core competitive power.Firstly, the thesis describes the theory and method of the performance evaluation, mathematical method of realizing the performance and constructs the performance evaluation system combining with the character of R&D personnel and the feature of their work. Then this paper describes the theory and the improved method about evidential reasoning. Finally the thesis makes an empirical study of an electronic Ltd. in Shanghai and analyses the effectiveness of the result.The purpose of this paper is building an efficient and practical performance management system to stimulate the sense of innovation, enhance the independent R&D capacity, enhance their competitive strength and performance capabilities, and provide an important reference for enterprise performance and human resources configuration...
