Outsourcing has become a major feature of economic globalization, a new situation of innovation networks and strategic alliances. Many companies regarded outsourcing as an important strategic tool to foster and enhance the core competitiveness and reduce production cost. More and more multinational corporations are outsourcing non-core business to a professional outsourcing provider from the point of view to reduce production cost. With the growing number of corporation outsourcing, Outsourcing decision-making and implementation management has become the management of corporation business.This thesis mainly researched the production outsourcing decision-making and implementation of management based on cost down strategy theory. This thesis sets the production outsourcing in Alcatel-Lucent as background case. Using the method of case analysis, it analyzed the reasons, power, contents and characteristics of formation of outsourcing requirement, discussed how the Lucent Qingdao make the outsourcing analysis, program planning and implementation of outsourcing. Making analysis of decision and implement of cable assembly outsourcing in Lucent Qingdao. This thesis mainly researched two key issues in Qingdao Lucent cable production outsourcing implementation process. One is outsourcing vendor selection without the right outsourcing vendor selection index system, the other is the lack of comprehensive outsourcing vendor selection model two key issues. Fully consider the characteristics of the Qingdao Lucent calbe assembly outsourcing and outsourcing provider for more than two questions this paper, this thesis designed the ten indicators index system supplier selection and application of AHP supplier selection scheme. The main conclusions:First, Business Outsourcing is the transformation of the corporate strategic. It is one of the key reasons for outsourcing to reduce the production cost by outsourcing non-core business. Second, the core of implementation of business outsourcing is the choice of outsourcing provider. The selected outsourcing provider should make the lowest total cost of production. The performance management of outsourcing provider should be made regularly after the provider was selected. And the risk control should be taken in the process of outsourcing implementation. Through discussion, the client companies can achieve the purpose of outsourcing after business outsourcing careful decision-make as well as outsourcing plan designed well.The thesis conclusions and recommendations can provide reference about business outsourcing practice activities for large enterprises, especially enterprises of telecom equipment manufacturers.
