Research On IT Operational Service Outsourcing Of China Unicom Shanghai Branch’s Enterprise Private Network

With the continuous development of information technology, the requirement of IT services quality is brought higher and higher, which push IT service become more professional and customized. That cause the IT department and structure become not only more important but also become increasingly huge as the important part of enterprise cost. In recent years, more and more companies are trying to outsource all or part of IT business to reduce operating costs, optimize the organization structure and reduce the staff size, improve the competitiveness of enterprise’s core business.We are taking the enterprise private network business of China Unicom shanghai branch IT operational service outsourcing as research object, using the method of case study, guided by the related theory of IT outsourcing. On the basis of analyzing the problems existing in organizational structure of Shanghai Unicom、IT operation cost、IT strategic planning and operational management, point out that Shanghai Unicom requires IT outsourcing to reduce operational cost, improve the performance of IT operation management. We’ve also discussed about the Shanghai Unicom IT outsourcing mode and outsourcing content. Shanghai Unicom shall choose the commissioned outsourcing mode; They should put network planning, project implementation, network monitoring, network maintenance, network architecture optimization on the content of the outsourcing, and by using AHP method to determine IT outsourcing suppliers. At the same time, the thesis studies the IT outsourcing relationship management of Shanghai Unicom, put forward the IT operation outsourcing relationship to establish, maintain and management countermeasures. Thesis research results are helpful for Shanghai Unicom optimizing IT organizational structure, reducing staff scale, cutting operating costs, and improving the company’s core competitiveness.
